Seeking a qualified candidate to conduct field inspections and reporting in support of RCRA waste management and SPCC compliance. The primary duties of the position include compliance assurance efforts for the proper accumulation, storage and management of hazardous materials throughout the main maintenance facilities of a regional transportation system and several satellite locations in Massachusetts. The candidate will be principally responsible for scheduling and performing facility inspections, consultation with waste generators and contracted hazardous waste management subcontractor on a weekly basis and report and track observed deficiencies. In addition, the candidate will perform monthly inspections of above-ground storage tanks and their systems and associated drainage areas at selected facilities in support of the National Spill Prevention, Control and Countermeasures Program. The inspections are performed in accordance with existing SPCC plans and will include reporting and tracking deficiencies and corrective actions. This position is part of an environmental compliance and response team that also satisfies permitting requirements, addresses hazardous materials incidents, and oversees resultant subcontracted remedial action. The qualified candidate will be expected to act as the initial liaison to facility operations personnel. Understanding of the hazardous properties of chemicals as well as RCRA, SPCC and DOT requirements is preferred. Education and background in physical sciences such as chemistry, biology, geology, and/or environmental science, or in engineering such as civil, chemical, mechanical or environmental is desired. Computer proficiency in PC environment is required. Qualified candidates will be required to have / complete training for the OSHA 40 hour HAZWOPER certification and the FRA Roadway Worker Protection certification. Demonstrated skills in hazardous materials management and ability to read and critically assess Safety Data Sheets (SDS) and other reference material is preferred. Must possess strong verbal and written communication skills (English) and be able to interpret and execute written instructions, regulations, policies and procedures. Technical writing skills are a plus. Excellent interpersonal skills with an ability to interact with others professionally and courteously even when faced with difficult situations and clients is necessary. Can work autonomously with minimal supervision and prioritizes weekly and monthly workloads. The qualified candidate must also have the physical ability to manage daily duties that involve walking distances across facility properties, perform inspections within maintenance and repair facilities, climb stairs, and climb ladders as occasionally may be needed, and work during occasional off-shift hours. Ability to use computerized data management systems including use of a field tablet for real-time cloud-based data management.
